Rest in Psalm 23 is something the shepherd does, not something the sheep arranges.

The Devotional
David opens with a relationship, not a feeling. The LORD is . Everything after that is what follows from having this , which is why the next line is a conclusion: I shall not want.
Then the verbs. He makes me to lie down. He leads me. He restores. The sheep is the object of every one of them. Rest here is not achieved by the sheep deciding to relax; it is the result of being led by someone who knows where the green and the quiet water are.
That reframes a tired week. Much of our exhaustion comes from trying to be our own , arranging our own still waters and then defending them. David describes a different arrangement.
Notice also the reason given at the end of verse 3: for his name's sake. The care is not a reward for good performance. It comes out of who is.
Look Closer
Every action in these verses belongs to . The psalm never asks the sheep to find the , only to be led to it. Restoration in verse 3 follows leading in verse 2, not the other way round.

Shepherd of my life, I have been trying to lead myself and I am tired. Lead me today. Restore what has been worn down in me, and let me follow where you are already going. Amen.
