What does it mean that Abel's blood speaks?
Genesis says the blood cries from the ground. Hebrews picks the image up twice, and the second time sets it beside the blood of Jesus.

What the image says in Genesis
Blood crying from the ground is a way of saying that an unpunished killing is not silent before God. The victim cannot speak, so the text gives his blood a voice, and that voice is directed to God.
The ground is named twice in the surrounding verses. It received the blood, and it will no longer yield its strength to the man who spilled it (Genesis 4:11-12). Cain's crime reaches into the very work he does.
How the rest of Scripture keeps the image
Numbers 35:33 says blood pollutes the land, which is the same idea worked into law. Deuteronomy 21:1-9 provides a rite for an unsolved killing so the land is not left with innocent blood on it.
Jesus speaks of the blood of Abel when he indicts a generation that has shed prophets' blood (Matthew 23:35). Abel becomes the first name in a long line of innocent blood that God has not forgotten.
Hebrews 11:4 says that through his Abel, being dead, still speaks. Hebrews 12:24 then sets that speech beside another: the blood of sprinkling speaks better than that of Abel.
What better means, and what it does not mean
Abel's blood cries for justice and it cries righteously. It is not the wrong sort of cry. The comparison in Hebrews 12:24 is between blood that calls for a reckoning and blood that secures forgiveness. Abel's blood asks God to act against a killer. The blood of Jesus speaks for those who deserve to be acted against.
This is not a claim that Abel is diminished. Hebrews 11 lists him among those commended for faith. Better in Hebrews describes the throughout that letter, and it is the ground of the comparison here.
Where this points to Christ
Genesis 4 leaves a reader with a cry from the ground and no answer to it. Hebrews answers it: there is blood that speaks better, and it belongs to the mediator of a (Hebrews 12:24). Cain's fear was that he would be hidden from God's face; the very thing the blood of Jesus reverses is the exclusion of the guilty (Hebrews 10:19-22).

What this changes
If the cry of Genesis 4 is real, then wrongs done to you are heard even where no one has acted. Take one grievance you have been carrying privately and say it to God as a matter he has heard, rather than as a debt you must collect (Romans 12:19).
