What does it mean to be in Christ, and how does a person get there?
The whole promise of verse 1 hangs on two words. Paul uses them constantly, and Romans has already explained where the position comes from.

A position, not a performance
In Christ is Paul's shorthand for a real union, described in Romans 6 as being joined to Christ's death, burial and . It means that what happened to Him is counted as having happened to those who are His. That is why the verdict of verse 1 can be now: the death that answered sin is already behind Him and therefore behind them.
Read the chapter's own explanation in verse 3. God sent His own Son and condemned sin in the flesh. Condemnation fell, and it fell on Him. Verse 1 is not the removal of a sentence but the announcement that the sentence has been served elsewhere.
How a person comes to be there
Romans has already answered this before chapter 8, and it is worth following the argument rather than assuming it. Chapter 3 verse 23, all have sinned. Chapter 3 verses 24 to 25, freely by His through the in Christ Jesus, through faith in His blood. Chapter 5 verse 1, therefore being justified by faith, we have peace with God.
So the answer is faith in Christ, and Paul is emphatic in chapter 4 that this was always the way, using Abraham as the case: he God, and it was counted to him for . Nothing in chapter 8 suggests a different route.
What being in Christ changes immediately
The chapter lists the changes rather than leaving them abstract. No condemnation, verse 1. The Spirit indwelling, verse 9. Sonship and the freedom to call God Father, verse 15. An inheritance, verse 17. Help in prayer, verse 26. A purpose that ends in glory, verses 29 and 30. Security against everything that exists, verses 38 and 39.
That is why Paul can spend the rest of the chapter piling up assurances. They are not encouragements he hopes will lift the reader's mood. They are consequences of a position.
Where this points to Christ
Everything in this chapter is in Him. The condemnation He absorbed, verse 3. The Spirit who is called the Spirit of Christ, verse 9. The image believers are being conformed to, verse 29. The intercession keeping them, verse 34. The love nothing can separate them from, and Paul names it exactly: the love of God, which is in Christ Jesus our Lord, verse 39. Take Christ out of Romans 8 and there is no chapter left, which is precisely Paul's point.

What this changes
If your assurance rises and falls with your week, this verse relocates it. Ask not how you are doing but where you are standing, and if you are in Christ by faith then the verdict has already been given and cannot be reopened. Then let verse 4 do its work: the same Spirit who secures the standing produces the walk.
