What this passage says
God addresses Israel as his servant, whom he chose. Verse 10 says do not fear, and gives four reasons in the same verse: I am with you, I am your God, I will strengthen you, I will help you and uphold you with my right hand. Verses 11 to 13 continue with what will happen to those who war against them.

The command not to fear in verse 10 is never left bare. Every clause that follows it is something God says he will do, which is what makes the command bearable.
