Fear of the LORD is not only a starting line; it is a spring that keeps flowing.

A fountain does not act once and stop; it keeps producing. Proverbs describes reverence for God not as a hurdle cleared early in life but as a continual source that keeps yielding protection and life across a lifetime.
The second half of the verse names what the fountain does: it turns people from the snares of death. Fear of the LORD is functional here, not merely emotional. It changes the paths a person actually walks.

Deeper insight
What the passage says in its own setting
The word for snares appears often in Proverbs for the traps set by folly, by the immoral woman of chapters 5 and 7, and by hasty speech. The book treats danger as something that catches people gradually and often invisibly, which is exactly why a continual fountain, rather than a single decision made long ago, is the image chosen. Ongoing reverence keeps noticing what a one-time commitment might miss.
This proverb has a close parallel in 13:14, where the teaching of the wise is called a fountain of life to turn from the snares of death, using nearly identical wording. Proverbs seems to treat fear of the LORD and wise instruction as functioning the same way in a person's life, which fits the book's repeated claim that the fear of the LORD is where wisdom itself begins.
