Righteousness Apart From the Law
The gospel was always the law and the prophets' own witness.

The truth of the day
After the long indictment of Romans 1 through 3, Paul turns with but now, the hinge of the whole letter. A righteousness has been revealed apart from the law, meaning it does not come from law-keeping, yet it is not foreign to the Old Testament, since the law and the prophets themselves testify to it.
This is crucial: the gospel is not a rescue plan invented when the law failed. It is what the law and prophets were pointing to from the beginning, now revealed openly in Jesus Christ and received by faith rather than achieved by works.

Deeper insight
What the passage says in its own setting
The phrase testified by the law and the prophets keeps Paul from any suggestion that grace replaces or contradicts the Old Testament. He will spend Romans 4 proving the point from Abraham, who was justified by faith before circumcision (4:9-11), and from David, who in Psalm 32 pronounces blessing on the man whose sin is forgiven apart from works (4:6-8). The gospel Paul preaches is, in his own reading, the very thing Moses and the prophets announced.
To all and on all those who believe removes any distinction Paul has been building toward since 1:16, the gospel is the power of God for salvation to everyone who believes, to the Jew first and also to the Greek. Verse 22 continues, for there is no distinction, since verse 23 says all have sinned. The universality of the guilt in chapters 1-3 is matched exactly by the universality of the offer in verse 22.
