A Law Written on the Heart
Jeremiah names a covenant unlike the one Israel broke at Sinai.

The truth of the day
Jeremiah writes after Judah's covenant unfaithfulness has led to the exile he prophesied. In the middle of that judgment, he announces a covenant that will not be broken the way the Sinai covenant was.
The difference named is location: law no longer only on tablets or in a book, but in their inward parts and written on their heart. Jeremiah locates the failure of the old covenant not in the law itself but in where it stayed, outside rather than within.

Deeper insight
What the passage says in its own setting
Jeremiah 31:31 explicitly names the covenant made with Israel's fathers when he brought them out of Egypt, meaning the Sinai covenant of Exodus 24, and says my covenant, which they broke, although I was a husband to them. Jeremiah is diagnosing exactly what went wrong with the covenant Israel agreed to in Exodus 24:7.
The promise, I will be their God and they shall be my people, is the same relational core given to Abraham in Genesis 17:7. Jeremiah's new covenant does not discard what came before; it promises a way of finally realizing the relationship every earlier covenant pointed toward, this time from the inside.
