A Better Covenant
Hebrews sums up why this covenant surpasses every one before it.

The truth of the day
Hebrews does not say the earlier covenants were worthless. It says this one is better, and names Christ as its mediator, the one who stands between God and his people to secure it.
Better promises does not mean the old covenant's promises were false. It means the promises now include what Jeremiah announced: forgiveness remembered no more, and God's law written on the heart rather than only given as external command.

Deeper insight
What the passage says in its own setting
Hebrews 8:8-12 quotes Jeremiah 31:31-34 in full immediately after this verse, making explicit that the better covenant Hebrews describes is exactly the one Jeremiah promised centuries earlier. The writer treats the fulfillment as a matter of citing the promise and then pointing to Christ.
Hebrews 8:13 draws the conclusion: in that he says a new covenant, he has made the first old, and the one that is becoming old and aged is near to vanishing away. This is written to a Jewish audience tempted to return to the old covenant's sacrificial system, and the whole letter's argument depends on this progression from earlier covenant to better one being real rather than merely rhetorical.
