The truth of the day
The disciples try to keep children from Jesus, perhaps thinking His time is too valuable for them. Jesus is indignant, and turns their assumption upside down: the kingdom belongs to such as these.
Receiving the kingdom like a little child means coming without status, achievement or bargaining power to offer, simply receiving what is given. That posture, not accomplishment, is the entrance requirement Jesus names.

Deeper insight
What the passage says in its own setting
In the culture of first-century Palestine, children held little social standing and were often kept at the margins of significant gatherings, which makes the disciples' instinct to send them away understandable by the customs of the day, and Jesus' response all the sharper.
The phrase most certainly I tell you introduces a solemn, weighty statement in the Gospels, and here it attaches that weight to a posture, childlike receiving, rather than to any list of qualifications.
