Thanksgiving Before the Answer
David gives thanks for a promise, not yet its fulfillment.

The truth of the day
David speaks this in a public prayer after the people have given generously toward the temple that David himself will never build. His thanksgiving comes at the end of his life, for a house he will only see from a distance.
The prayer's larger context, verse 14, asks who David and his people even are, that they should be able to offer so willingly, since everything comes from God's hand in the first place. Thanksgiving here includes the honest admission that even the gift being given back to God originated with him.

Deeper insight
What the passage says in its own setting
David is barred from building the temple because he is a man of war who has shed blood (1 Chronicles 22:8), so this prayer of thanksgiving is offered by a man giving everything toward a project that will bear his son's name, not his own. His gratitude is not tied to personal credit.
The prayer moves from praising God's greatness and power in verses 10-12 to this thanksgiving in verse 13, then to the confession in verse 14 that all things come from God, and of his own we have given him. The order matters: thanks follows an accurate account of whose resources were used in the first place.
