John does not see souls departing the earth for a disembodied heaven. He sees a new heaven and a new earth, language that echoes Isaiah's own promise of renewal rather than abandonment of creation.
The sea is no more is a strange detail to modern ears, but throughout Revelation the sea repeatedly symbolizes chaos and the source of the beast in chapter 13. Its absence signals the removal of everything hostile to God's order, not a judgment on oceans themselves.
