A Friend Loves at All Times

The second line names adversity directly. A brother, in this proverb's logic, is precisely for the hard season, born for it, not merely tolerating it when it comes.

What the passage says in its own setting
Proverbs often pairs friend and brother language, since in the ancient Near East kinship and loyal friendship overlapped heavily; a true friend was expected to function like family when it mattered most, as this proverb states directly.
This proverb sits among several in Proverbs about friendship: 18:24 warns that some friends bring ruin while a true friend sticks closer than a brother, and 27:6 says the wounds of a friend are faithful while an enemy's kisses are deceitful. Together they describe friendship by loyalty and honesty rather than by pleasantness.
