The God who saves is also the God who judges rightly.

Abraham stands before the LORD pleading for Sodom, and his argument is not that the city deserves mercy but that the judge of the whole earth will not sweep away the righteous with the wicked. He appeals to God's own justice as the ground for his request.
The question is rhetorical, but it is not a demand for information. It is confidence stated as a question: the one who judges the whole earth can be trusted to do what is right, and that trust is the basis on which Abraham keeps pressing his case down to ten righteous people in verse 32.
