The first covenant is made with the earth itself, not with Israel.

The truth of the day
This covenant follows the flood, and its scope is wider than any that come after it: every living creature, and the earth itself. Before there is a covenant with a family or a nation, there is one with the whole created order.
God gives a sign that requires nothing from the other party to maintain. The rainbow is not a ritual Noah performs. It is a mark God sets in the sky, a promise he keeps by simply not doing something again.

Deeper insight
What the passage says in its own setting
Genesis 9:8-17 repeats the phrase everlasting covenant and names the rainbow as its sign three times, an emphasis unusual even for the repetitive style of ancient Near Eastern treaty language. The covenant here is unconditional in its wording; God commits not to destroy the earth by flood again, without listing terms Noah's descendants must keep in return.
This is the first of five explicit covenants named across the Old Testament, and it sets a pattern the others will follow: God initiates, God speaks the terms, and God provides the sign. The pattern matters for reading everything that follows, since it shows covenant in Scripture beginning as something given, not negotiated.

Canonical themeEvery covenant in Scripture that follows this one adds detail to the same basic pattern: God binds himself first. Ephesians 2:12-13 says those once far off have been brought near by the blood of Christ, the last and greatest binding of God to his people.
